If it is a petrol or electric power motor mower there is a lever on one side of the mower to adjust the height. All it needs is a hand to move it. If you don’t know how to use it, get someone with a bit of knowledge to use it as motor mowers can be dangerous in inexperienced hands.

One does not adjust the blade on a mower. You adjust the height of the wheels. There should be levers that you push in to unlock the brackets and that will allow you to move the deck up and down as desired.
